About EU-ADLAW

Launching in autumn 2026, EU-ADLAW – Europeanisation of Administrative Law in Albania is a three-year Jean Monnet Module implemented by Luarasi University. The project strengthens the European dimension of Administrative Law education and research by integrating EU legal principles, CJEU case law and Albania’s accession-related reforms into teaching, academic publications and dialogue with legal practitioners and public institutions.

Main Objectives

1. Integrating EU Administrative Law into university curricula

EU-ADLAW will modernize the compulsory Administrative Law courses offered by the Faculty of Law and the Faculty of Business at Luarasi University. Each academic year, at least 40 hours in the Law Faculty and 20 hours in the Business Faculty will be dedicated to EU Administrative Law, including the right to good administration, legality, proportionality, transparency, legitimate expectations, effective legal remedies and judicial protection.

2. Producing an original scientific monograph and an EU-aligned Administrative Law textbook

A central academic output of EU-ADLAW will be the substantial revision of the existing textbook Institutet e së drejtës administrative. The new edition will be developed simultaneously as an original scientific monograph and as an advanced teaching resource for students, academics, legal practitioners, judges and public officials.

At least 70% of the publication will consist of newly developed or substantially rewritten content. The monograph will provide original legal analysis of EU Administrative Law, CJEU jurisprudence, the European principles of good administration, administrative procedures, judicial review and the transformation of Albanian administrative law in the context of EU accession.

To ensure academic integrity and scientific quality, the publication will undergo an originality assessment and independent academic review by at least two professors in the relevant field, including at least one professor affiliated with an institution in an EU, OECD or G20 country. It will also be subject to formal academic validation by the competent university structures.

The completed monograph will be published in Albanian in printed and electronic formats, assigned a new ISBN and made openly accessible through the EU-ADLAW online repository.

3. Developing practical and reusable EU Administrative Law resources

EU-ADLAW will produce a structured collection of teaching dossiers, thematic analyses, practical exercises and EU case-law files. These materials will connect legal theory with real administrative and judicial practice and will support the long-term integration of EU-related content into Administrative Law education.

The resources will address questions such as administrative decision-making, proportionality, transparency, access to information, public participation, administrative appeals, judicial review and effective remedies. The materials will be validated, tested in teaching and made available through the project website for future students, lecturers and practitioners.

4. Strengthening cooperation between academia, public administration and the judiciary

The project will establish a structured platform for dialogue between Luarasi University, administrative judges, public officials, legal practitioners, academics and institutions involved in Albania’s EU accession process.

Guest lectures, thematic workshops and practitioner seminars will provide opportunities to discuss concrete challenges arising from the implementation of EU administrative standards in Albania. These activities will also contribute to connecting university teaching and research with institutional practice and the needs of the legal profession.
