Luarasi University Leads Erasmus+ Project to Transform Juvenile Justice in Albania and the Balkans

Luarasi University is proud to announce the official launch of CORE-ED ACADEMY, an Erasmus+ Capacity Building in Higher Education (CBHE) project aimed at revolutionizing the rehabilitation of juveniles in conflict with the law. The project, which is the first of its kind in Albania and the broader Balkan region, marks a significant step in aligning the academic sector with efforts to improve the justice system for minors.
CORE-ED was officially inaugurated on January 23, 2025, during a kick-off meeting held at Luarasi University, bringing together representatives from the European Union Delegation to Albania and the project’s international partners. Among the distinguished participants from the Delegation of the European Union to Albania were Mr. Bernard Segarra, Manager of Education Policies, and Mr. Miha Pezelj, Team Leader on Social Issues.
In her opening remarks, the President of Luarasi University Ms. Fabiola Hysenbelliu emphasized the institution’s commitment to driving innovation and positive change through education:
“This project embodies our vision to not only educate but to contribute meaningfully to societal development. By leading this initiative, Luarasi University is demonstrating the transformative power of academia in addressing critical social challenges.”
This Erasmus+ project is groundbreaking in its objective to bridge the gap between academia and the justice system, specifically targeting the rehabilitation of juveniles in detention. It will seek not only the development of innovative academic curricula and training programs tailored to professionals working with minors in the justice system but also to enhance the capacity of institutions to adopt modern, humane, and educational approaches to juvenile rehabilitation by promoting a rights-based and inclusive approach to reintegrating juveniles into society.
The project brings together a consortium of leading universities and organizations across Europe and the region, united by a shared mission to improve the treatment and outcomes of juveniles in conflict with the law.

QA-SURE Project, ERASMUS+ CBHE

Administrative representatives from Luarasi University are actively participating in the ongoing QA-SURE project training in Tirana on October 16 and 17th, 2024.
This series of training sessions, hosted at our university, brings together partners from Kosovo and Albania to further develop quality assurance standards in higher education. Following successful sessions held in August at UIBM, this week's program focuses on advanced topics, equipping participants with enhanced strategies to bolster institutional resilience and implement effective quality assurance measures.

At Luarasi University in Tirana, Albania, a training session was held as part of the “Improving Sustainable University Strategies for Quality Assurance towards QA-SURE Excellence” project. This session brought together students from Luarasi University and Western Balkan University, focusing on their essential role in the continuous enhancement of academic programs.
